- There are specific cat proof fences that do work. Google do it yourself cat fence and see my reply on page 2. We put one in ourselves and it works for our 4 cats. The fence is about 7.5 ft high, but that is the minimum that is needed to prevent scaling by the conniving creatures.

- We have semi feral rescues who do like the outdoors so we compromised and put in a cat proof fence over our chain link. It is pretty cheap $150 and easy to put in and so far has kept the cats in our yard.

- Talk to your local humane society or animal control and see if they cannot enforce something on this person. She is totally irresponsible and her cats can be taken away, fixed, and adopted out. Also check with your local feral cat rescue organization.
